VA News publishes Veteran founder's post on Chapter3Five memory-recording app
The U.S. Department of Veterans Affairs published a guest post on its VA News site on Nov. 4, 2026, by Wilson Feliz, an eight-year Army Veteran and founder of Chapter3Five, an app for recording Veterans' life stories. VA noted that sharing non-VA information does not constitute an endorsement and advised Veterans to verify details with the organization.
According to the post, the app asks users 45 questions about their lives. It then uses the recorded answers to create an AI-generated representation that family members can message using a shared code. The post states that this representation is not the person and that its responses may be inaccurate or out of character. The app also offers AI companions, which the post says are not real people.
Recording a life story and creating a code are free, according to the post. Other features cost money, including a listed one-time $4.99 charge to open a shared code, plus subscriptions and add-ons. The post says the app is not therapy, medical care or crisis intervention, and it advises users to review the app's privacy policy and terms.
The post also notes VA's separate My Life, My Story program, which since 2013 has helped thousands of Veterans record written life histories. Veterans in crisis can dial 988, then press 1, VA said.
