EIA: Global refinery inputs fell 6% in second quarter of 2026, partly recovered in third
Global crude oil refinery inputs fell by 4.8 million barrels per day, or 6%, in the second quarter of 2026 following the start of conflict in the Middle East in late February, the U.S. Energy Information Administration said, citing data from Kpler. Throughput then rose by 1.8 million barrels per day in the third quarter.
According to the EIA, the largest declines came in countries most directly affected by the loss of crude supply from conflict in the Strait of Hormuz. Inputs in China fell by 2.1 million barrels per day in the second quarter and another 0.8 million in the third. Inputs in India, South Korea and Japan fell by more than 1 million barrels per day combined before rebounding by 0.8 million. Kuwait, the United Arab Emirates, Saudi Arabia and Iran also saw declines.
The agency said attacks on Russian oil infrastructure reduced Russian refinery inputs by 0.6 million barrels per day in the second quarter and 0.8 million in the third, contributing to diesel prices reaching record nominal highs in September.
U.S. refinery inputs rose by 0.5 million barrels per day in each quarter as the country exported more refined products, the EIA said. Global inputs in the third quarter remained about 5% below the same period of 2025.
